Countries yet to confirm participation:
- Netherlands – Dutch broadcaster AVROTROS announced uncertainty about participating in Eurovision 2025 following the disqualification of their contestant in the previous Eurovision. The Netherlands received an extension and can make a final decision by November 1.
- Bulgaria – Bulgarian broadcaster BNT stated they would decide on Eurovision 2025 participation in September 2024. The decision has not yet been announced. Bulgaria last participated in Eurovision 2022 and withdrew due to financial reasons.
- Monaco – The new Monaco broadcaster, TV Monaco, has not yet provided details regarding Eurovision 2025.
- North Macedonia – North Macedonian broadcaster MRT has not yet provided details about its participation in Eurovision 2025, although it is likely the country will be absent from the competition.
- Romania – In September 2024, Romanian broadcaster TVR announced that it has not yet made a decision regarding Eurovision 2025.
Countries that will not participate in Eurovision 2025:
- Andorra – Andorra’s broadcaster, RTVA, officially announced in June that the country will not take part in Eurovision next year – marking the 16th consecutive year of absence.
- Bosnia and Herzegovina – Bosnia and Herzegovina will be absent due to a financial debt owed by the broadcaster BHRT to the European Broadcasting Union.
- Turkey – Turkey will not compete in Eurovision 2025. In May 2024, the Turkish president spoke out against the competition, claiming it promotes “gender neutralization” and is a “threat to the traditional family” in Turkey.
- Slovakia – The Slovak broadcaster, STVR, announced it will not participate due to lack of financial resources to fund participation.
- Romania – In September 2024, Romanian broadcaster TVR announced that it has not yet made a decision
